Looting in the wake of Katrina

Is looting bad? I guess it's not if you're in dire need and you loot what you really need.

And why does it seem like it's only the black people of New Orleans that are looting? Are there no white people in New Orleans? Or do white people not loot? Or did they get all they needed before Katrina hit while the Black people did nothing to prepare for the storm? Did the reporters just single out a predominantly black area?

Why is there so much flooding? Europe, Asia and now North America? Is it usual for this time of the year? Or have I just never noticed before?
